USPS Holiday Surcharges 2026: What They Add to Your Parcels
Temporary USPS peak prices started on October 4 and run to January 17, 2027, on top of an 8% adjustment from April. Here is the cost per parcel and how to plan around it.

The 2026 USPS holiday surcharge runs from October 4, 2026 to January 17, 2027. It adds a flat amount per parcel based on weight and zone, starting at $0.40 for a light commercial Ground Advantage parcel in nearby zones. It sits on top of an 8% adjustment that began in April. Price it into your peak margins now.
I have run fulfillment through more peak seasons than I like to count. The surcharge itself rarely hurts. What hurts is finding out in late November that your free shipping offer was priced on summer rates.
This guide is for small online sellers and other businesses that ship through the US Postal Service (USPS). It covers what changed in 2026, how much each parcel now costs extra, and a simple way to work out your own number. The prices below are from USPS announcements and are current as of October 2026.
Three 2026 Price Changes, One Shipping Bill
USPS changed package prices three times this year. Each one stacks on the last, so it helps to see them in order. All three apply to the same four products: Priority Mail Express, Priority Mail, USPS Ground Advantage and Parcel Select.
The first was the regular January increase. The Postal Service's November 2025 price filing set changes from January 18, 2026. It raised Priority Mail about 6.6 percent and USPS Ground Advantage about 7.8 percent. Parcel Select went up 6.0 percent.
The second came in spring. In its March 25 announcement of a time-limited price change, USPS added 8 percent to base postage from April 26, 2026 to January 17, 2027. It blamed rising transportation costs. It also said the charge was less than one-third of what competitors charge for fuel alone.
The third is the holiday surcharge, which started on October 4. Neither of the 2026 releases says the April change ends early. So through January 17, plan as though you are paying all three.
What the USPS Holiday Surcharge Adds Per Parcel
The holiday prices are flat dollar amounts, not percentages. They depend on the product, the weight band and the zone. USPS filed them with the Postal Regulatory Commission in its August 25 notice of temporary holiday prices.
Most small sellers buy postage at commercial prices through shipping software. The table below shows the commercial increases for USPS Ground Advantage, which carries most light ecommerce parcels.

Priority Mail climbs faster with distance. A commercial Priority Mail parcel of 0 to 3 pounds costs $0.40 more in Zones 1 to 4 but $0.85 more in Zones 5 to 9. At 26 to 70 pounds in the far zones, the increase is $9.10. Commercial Priority Mail Large Flat Rate Boxes go up $1.75, and other flat rate products $0.85.
Retail customers pay more than commercial ones. At the counter, a 0 to 3 pound Ground Advantage parcel costs $0.50 more in Zones 1 to 4 and $0.75 more in Zones 5 to 9.
How Much Will the Holiday Surcharge Cost My Business?
Multiply your parcel count in each weight and zone band by that band's increase, then add the bands up. For most small shops, one or two bands cover nearly every order. You can do it from a shipping report in about ten minutes, and the answer is usually smaller than the panic suggests.
Here is a worked example. A shop ships 600 commercial Ground Advantage parcels a month, all under 3 pounds. About 60 percent go to Zones 1 to 4 and 40 percent to Zones 5 to 9.
- Near zones. 360 parcels times $0.40 is $144.
- Far zones. 240 parcels times $0.55 is $132.
- Monthly total. $144 plus $132 is $276 a month.
- Per order. $276 divided by 600 parcels is $0.46.
That is the USPS holiday surcharge alone. If the same shop's average Ground Advantage label was $8 before April, the 8 percent adjustment already added about $0.64 per parcel. Together, that shop pays roughly $1.10 more per order than it did in March. Run the same sum with your own numbers, and use your real average label cost.
Express and Parcel Select Amounts at a Glance
Two other products carry the USPS holiday surcharge, and both matter to some small shippers. Priority Mail Express is the fast option many shops offer for last-minute gifts. Parcel Select is the product some shipping consolidators use behind the scenes.
Priority Mail Express has the steepest increases. At commercial prices, a 0 to 3 pound Express parcel costs $1.40 more in Zones 1 to 4 and $2.35 more in Zones 5 to 9. The Express Flat Rate Envelope goes up $2.35. At 26 to 70 pounds in the far zones, the increase reaches $18.20.
If you offer an express option at a fixed price, check it now. A customer paying a flat $25 for overnight delivery in December may cost you a good deal more than they did in September.
Parcel Select moves the least. It rises $0.40 for 0 to 3 pounds, $0.50 for 4 to 10 pounds, $0.80 for 11 to 25 pounds and $2.35 for 26 to 70 pounds and oversized parcels, for all entry points. If your 3PL or consolidator uses it, ask whether they pass the change through at cost.
Update Your Shipping Software Before the Rush
Most small sellers buy labels through shipping software or a marketplace label tool. Those tools pull live USPS rates, so the label price updated on October 4 without anyone touching it. What did not update are the rules you set yourself.
These are the settings I would check in your store and shipping tools:
- Flat shipping rates at checkout. Any fixed price set in summer now undercharges.
- Free shipping thresholds. Recalculate them using peak label costs, not your yearly average.
- Default package weights. A default that rounds a 2.8 pound parcel up to 4 pounds now costs you surcharge too.
- Express pricing. Raise fixed express prices to cover the larger Express increases.
Then set a calendar reminder for January 17. When the USPS holiday surcharge ends, you will want to put those rules back.
Where the Increase Hurts Most
Light parcels to nearby zones barely move. The damage is in heavy parcels and long distances. A seller of cast-iron cookware or bulky home goods should look hard at the Zones 5 to 9 rows.
Look at the jump for a commercial Ground Advantage parcel between 26 and 70 pounds. It costs $3.15 more in Zones 1 to 4 and $7.70 more in Zones 5 to 9. If you offer free shipping on those items, $7.70 can wipe out the margin on a single order.
Priority Mail follows the same pattern. A commercial Priority Mail parcel of 11 to 25 pounds costs $3.85 more in Zones 5 to 9, and one of 26 to 70 pounds costs $9.10 more. Large Flat Rate Boxes are a partial shelter, at $1.75 more, if your heavy items fit inside one. I used to keep a short list of products that fit flat rate boxes for exactly this season.
In my experience, the fix is not to pass every cent to customers. It is to stop subsidizing the worst orders. I would set a separate shipping rate for oversized items to far zones for the season, and leave the light, nearby orders alone.
Five Ways to Plan Around Peak Pricing
You cannot avoid the holiday prices if you ship with USPS. You can limit what they cost you. These are the moves I would make this month, roughly in order of effort.
- Recheck your free shipping threshold. Lifting it slightly often covers $0.46 a parcel without hurting conversion.
- Trim packaging weight. Dropping a parcel from 4 pounds into the 0 to 3 pound band saves both base price and surcharge.
- Use cubic pricing where it fits. Small, heavy parcels priced by size can land in lower cubic tiers.
- Compare carriers for your heavy items. USPS says its peak prices bring it in line with competitive practices, so compare totals, not headlines.
- Ship early in the season. Encourage early orders, because volume after mid-December is the hardest to fulfill on time.

When the Holiday Prices End
The temporary prices end at 12 a.m. Central time on January 17, 2027. The April 8 percent adjustment is scheduled to end at the same moment. Expect your label costs to drop that day. Then watch for the next regular price filing; the one for 2026 prices was filed in mid-November 2025.
Your next step is the ten-minute sum above. Pull last October to December's parcel counts by weight and zone, apply the holiday amounts, and decide which orders you will keep subsidizing. Then update your shipping rules before the first big sale weekend.
